This takes the form of setting up a new broadband portal for the exchange of broadband technical, financial and management basics and good practices. Furthermore, the gathering of information to fill the content of the new broadband portal concerning good practice examples; and it may also take the form of a competition to identify good practices infield such as best innovative financing, best cost reduction, best socio-economic impact, etc. For this action a few experts will be required to set up the process of gathering of project proposals including the selection and evaluation in order to award the best EU broadband projects at the time of DAAs 2015. The structure of the new EBP is based on a bottom-up involvement of local stakeholders participating in the development of local and regional broadband initiatives, combined with a limited engagement at the EU level. Since the target group of this portal includes both normal, interested citizens to broadband, as well as professional civil servants, politicians, NGOs and representatives of telecommunications companies, the character of the portal language should be pragmatic and reduced to the essentials, and layout as well as visual design of all portal levels should be very attractive and supported by appropriate images.
