The purpose of this study is to develop a better understanding of the developments in mobile broadband markets by collecting price information on mobile broadband services. The study should look at mobile broadband offerings of major mobile network operators in all the Member States. The OECD price baskets should be used to monitor prices of bundled and standalone offers for laptops, tablets and smart phones separately. The overall aim of the study is to support policy and strategic work by collecting up-to-date and detailed information on mobile offers and packages.

This study will provide a clear picture of fixed-mobile convergence in Europe when addressing the following topics: (i) to what extent mobile services can substitute fixed services, especially broadband; (ii) how will this change over time, especially with the launch of 5G in terms of pricing and quality; (iii) will mobile technologies be an alternative to fixed in rural areas in the coming years; (iv) what operator strategies can we see now and how will this evolve. Further, on the basis of a sound analysis of national provisions on coverage and connectivity, the study will help to identify core elements to be included in the EU connectivity/coverage goals regardless of the technology and network used to deliver it (technical neutrality). In particular, it will i) assess the most appropriate means of measurement and monitoring and means of enforcing the coverage/connectivity goals at the EU level and ii) propose standardisation for coverage measurements at the EU level. The study will build on the preliminary results of the mapping of broadband services in Europe — SMART 2014/0016.

The inventory will contain but not publish the actual vacancies, but only statistical analysis. The data will be purchased, the treatment and the analysis will be done in-house; the purchased data will be based on robots crawling the Web.

The goal is to collect a database of the digital competence centres, analyse these data and develop a portal to make such data available to relevant stakeholders. This will give to any SME and industry in Europe access to the exact competence fitting its needs in order to digitise its products or processes, directly contributing to the industrial digitisation strategy which plans to establish at least 1 world-class digital innovation centre in close reach of every region in Europe in less than 5 years.
Besides data gathering for landscape analysis and investment planning, a portal will be developed to be used as a brokerage tool, to help developing digital innovation hubs (ecosystem built around competence centres) and networking among competence centres in Europe.
This portal should be a turnkey solution. The portal and database will also be used as a dissemination channel to promote governmental initiatives and sources of funding.
