About 200 staff members from different European Commission departments located in Luxembourg are occupationally exposed to ionising radiation in the course of their work. Under the European and national radiation protection regulations (cf. the Council Directive 2013/59/Euratom, also known as the Basic safety standards directive), the employer is responsible for implementing arrangements for the operational radiation protection of their workers.
The Health protection sector of the radiation protection and nuclear safety unit, European commission's directorate-general for energy implements systematic control of operational radiation exposures. Thus, the Commission owns a fleet of electronic personal dosimeters (EPD) and a corresponding registry system consisting of dosimeter readers, server, workstations and database.The purpose of this contract is to maintain the fleet of EPD purchase during previous years in a good operational condition and in calibration.

Main site or place of performance:
The calibrations, servicing and repairs of the dosimeters will be executed in the contractor's premises. The maintenance of the registration system and the trainings may be held in Luxembourg.
II.2.4)Description of the procurement:
The purpose of the contract is to maintain a fleet of electronic personal dosimeters (EPD) purchased during previous years in a good operational condition and in calibration, ready to be issued to occupationally exposed workers of the Commission.
Thus, the annual calibration and servicing of circa 270 EPD in use is the prime activity under this contract.
As a number of EPD will reach the end of their useful operation in coming years, the contract involves potential purchase, in a number of batches, of up to 50 EPD capable to measure and record both gamma and neutron radiation by means of replacement of EPD that are found irreparable.
The contract also comprises the maintenance and upgrade of the EPD registration and management system consisting of 4 dosimeter readers, the Oracle server installation and associated software used to register and record the doses and to apply various parameters to the EPD through the readers.
In case of system malfunction, interventions are foreseen as a last resort.
