Structural works to prepare the base for the pavilion.

Construction of a pavilion composed of internal and external elements, in sets of frames and certified armoured glazing, which integrate casings for the electrical wiring.

Security turnstiles with certified armoured glazing.

The pavilion contains technical installations for ventilation and air conditioning.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

name of the country in which the candidate has his head office or is domiciled, enrolment on the trade register in the field of the contract, enclosing the documents evidencing this under law in his country of residence (for example: document of incorporation for the company and/or most recent version of the memorandum and articles of association or extract from such documents).

III.1.2)Economic and financial standing
List and brief description of selection criteria:

— the candidate's average annual turnover for the past 3 financial years (individual company or grouping) in the field of manufacturing and installation of secure buildings with armoured elements,

— have professional risk insurance which covers his liability for the services envisaged by the contract.

Candidates must provide sufficient information to assure the contracting authority of their financial situation, more specifically that they have the sufficient financial means and resources.

The economic and financial capacity of candidates will be assessed on the basis of the following:

— declaration duly signed by the designated company representative indicating the overall annual turnover for the past 3 financial years, as well as the specific turnover in the field of manufacturing and installation of secure buildings with armoured elements (individual company or grouping),

— copy of the balance sheets or extracts thereof and profit and loss accounts for the past 3 financial years, together with any copies of the reports of the board of directors and external auditors, if available, relating to those financial years,

— proof of professional risk insurance cover.

Minimum level(s) of standards possibly required:

— minimum annual turnover during each of the past 3 financial years in the field of manufacturing and installation of secure buildings with armoured elements: 2 000 000 EUR,

— minimum amount guaranteed by the professional risk insurance cover: 5 000 000 EUR.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

— candidate's experience (individual company or grouping) in constructing security buildings composed of armoured elements.

Candidates must provide information to assure the contracting authority of their technical and professional capacity, more specifically proof that they have the amount of experience required.

The technical and professional capacity of candidates will be assessed on the basis of the following:

— list of contracts of a similar nature performed over the past 3 years. The list must contain, for each contract, the most detailed information possible and in particular the object of the contracts, the names and particulars of the beneficiaries as well as the start and end dates of the works,

— certificates of satisfactory performance issued by the customer for each of these contracts.

Minimum level(s) of standards possibly required:

— number and value of contracts of a similar nature performed over the past 3 years: at least 3 contracts, each having a value of at least 300 000 EUR.

The invitation to tender procedure will be in 2 stages, as follows.

A. First stage (preselection stage):

1. Interested economic operators must submit a request to participate in this contract, dated and signed by the person authorised to represent the company or the grouping. This request must contain the solemn declaration and the documents requested in section III of this contract notice (Legal, economic, financial and technical information).

3. Candidates may submit their requests to participate:

— either by post or by private courier, by 8.5.2017 at the latest, as evidenced by the postmark or the date on the delivery receipt,

— or delivered to the address of the Court of Justice above, by 8.5.2017 (17:00) at the latest. Delivery of the tender will be confirmed in this case by a dated receipt signed by the official from the Court of Justice's Central Mail Department who takes delivery of the documents.

B. Second stage:

Candidates who have been shortlisted at the end of the preselection stage will be invited to submit a tender. The invitation to tender dossier (including the letter of invitation to tender, the specifications and the draft contract) will be sent to them directly without any other publication in the Official Journal of the European Union.

NB: sending a request to participate or drawing up a tender does not give tenderers the right to be awarded a contract or to receive any compensation for costs incurred. This notice does not entail any obligation on the part of the contracting authority to award the contract.
