Supply and Service Contract for an ICT-system, Configuration Services and Technical and Functional Support for the Facilitation of NASIRA
Supply and service contract to be awarded to the best offer.
Global price for supply (delivery, including customization, of the ICT-system) and service (configuration service and technical and functional support).
Global price for per onboarded financial institutions (max. 40 financial institutions).
Risk Sharing Facility “NASIRA” – for the underserved entrepreneurs.
The ICT package which is required for the facilitation of the program NASIRA consists of two main services. These services are highly integrated. The content of the services is described below.
Service 1: consists of the implementation, delivery and support of the ICT-solution used for the administration of securitized SME-loans:
Service 2: consists of the following products:
— development and execution of the onboarding process.
—— development of the dataset,
—— assessment and where needed training of financial institutions in order to let the financial institutions fill the dataset in a correct, reliable and timely manner
Location: Netherlands (50 %) and Middle-East and SSA (50 %).
The facility includes a second-loss arrangement for which under the EFSD guarantee 75 000 000,00 EUR will be provided. 4 000 000,00 EUR will be allocated in total to autonomous technical assistance (ATA). Out of this overall ATA package, 1 500 000,00 EUR will be dedicated to this agreement.

Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden NV is a public company contractually obliged to apply the PRAG 2018 for tenders in relation to the NASIRA programme pursuant to Article 178 limb 2 Financial Regulation.
