Section II: Object
Internet Access and Data Communications Services
The purpose of this procurement procedure is to acquire internet access and data communication services for the SatCen’s headquarters located at the Torrejón de Ardoz Airbase (Madrid, Spain).
Section VI: Complementary information
Section VII: Changes
The SatCen requires the installation, configuration and setup of a redundant, low-latency, symmetric internet link to access internet over optical fibre connections.
No restrictions on protocols and ports should apply.
The required solution shall consist of:
— one primary main line at 1 Gb/sec backed up by a radio-link at 100 Mb/sec;
— one secondary main line at 1 Gb/sec.
Both lines will run over fibres owned and managed by the Spanish telecommunications operator Movistar for the ‘last mile’ (around 3 km of fibre terminated at the entry of the Airbase where the SatCen is located).
It is the responsibility of the bidder to team up with Movistar to use the latter’s fibres to provide the services.
Prior to signing the contract, the successful bidder will have to obtain an authorisation from the Torrejón de Ardoz Airbase to access the Airbase in order to perform the installation, configuration and setup of the networking equipment.
The services must be fully operational by 30 June 2020 at the latest.
The technical requirements are further detailed in Annex I to the invitation to tender (Section 2 of the Tender Specifications).
— one primary main line at 1 Gb/sec,
— one secondary main line at 1 Gb/sec,
— both the primary and secondary main lines need to be backed up by a single radio-link at 100 Mb/sec.
