The goal of Odisha Support to Urban Infrastructure (OSUI) is ‘enhanced coverage and quality of basic amenities for urban poor'. The outcome of OSUI is ‘urban department and municipalities able to leverage domestic and external investments for improved, equitable and climate resilient urban basic services in Odisha'. Outcome indicators are:(i) Domestic resource mobilisation: Own source revenue increase in six target cities/towns in target para-statals.(ii) Economic development: five Public Private Partnership (PPP) deals entered into and reaching financial closure in urban basic services(iii) Water and sanitation: additional people access improved drinking water sources and improved sanitation facility in target cities directly attributable to OSUI. DFID's support to OSUI requires technical and management support to Housing and Urban Development Department (HUDD), Government of Odisha (GoO) and 13 implementing agencies in Odisha for implementation of OSUI.

Description of these options: The TA support is likely to be commissioned by 1.8.2014 and the team is expected to be mobilised by 1.9.2014 (tentative). The contract will be for a period 24 months. Depending on on-ground requirement, performance of the OUTAST resource availability, and policy priorities of GoO and DFID in 2017, an extension further 24 months may be considered. Where circumstances require further extension beyond this, DFID will consider doing so by means of a Negotiated Procedure.

The contract will be governed by English Law. Prices are not required at the PQQ stage, however, when required, prices must be quoted in GBP. Responses to this Pre-Qualification Questionnaire must be submitted via DFID portal https://supplierportal.dfid.gov.uk/selfservice/ The Terms of reference can be found here. The PQQ response should not be more than 8-10 pages inclusive of all questions. Following assessment of the PQQs, DFID will invite shortlisted applicants to submit full Technical and Commercial Proposals. Unsuccessful applicants will be informed before the issue of Invitation to Tender (ITT). Programme staff should not be contacted directly. The contract will span a period of 24 months. There will be a possibility of further 24 months subject to a satisfactory performance of the selected service provider, resource availability and priorities of DFID. Where circumstances require further extension beyond the original contract duration/agreed extensions, DFID will consider doing so by means of the negotiated procedure. The contract will be governed by English law. From 1.4.2001, all UK development assistance has been fully united, which allows suppliers from anywhere in the world to bid for DFID contracts.
