The ECB's Information Management Services Division is the primary provider of information management services at the ECB. The library of the Information Management Services Division manages the collection of the ECB library and provides ECB members of staff with print and electronic publications and with information services. The library also provides a limited number of workstations (PCs) for registered visitors to access digital information resources, such as periodicals and journals, newspapers and books in electronic format, for research purposes only. These PCs are designed to complement the use of printed materials. To support the tasks of the library, the ECB is looking for suppliers for the provision of supply services for periodicals and journals subscriptions, arrival management for periodicals and journals in different languages in print and, if applicable, electronic format, and a newspaper portal.

The European Central Bank (ECB) is, through an open procedure, seeking to award framework agreements (the 'contracts') to suppliers offering the best value for money for the provision of supply services for periodicals and journals, arrival management services, and a newspaper portal.
The scope of this tender on library services is divided into 3 different lots (refer to Annex B of this contract notice).
For each lot, the ECB aims at concluding 1 service contract with 1 contractor. 1 contractor may conclude several contracts with the ECB, being different contracts for different lots.
In addition, for each lot a service level agreement (SLA) will be put in place, indicating the key performance indicators (KPIs) which shall apply to the service performance of the lot in question. The SLAs shall be an integral part of the contracts.

Minimum level(s) of standards possibly required: Lot 1: Periodicals and journals:
as a minimum, tenderers shall have had, in the last 3 financial years (2012 until and including 2014), an average annual net turnover of at least 450 000 EUR excluding VAT generated with supply services for periodicals and journals. In the case of a temporary grouping, one of the members shall have achieved on its own 60 % of the above amount.
Lot 2: Arrival management services:
as a minimum, tenderers shall have had, in the last 3 financial years (2012 until and including 2014), an average annual net turnover of at least 150 000 EUR excluding VAT generated with the provision of arrival management services. In the case of a temporary grouping, one of the members shall have achieved on its own 60 % of the above amount.
Lot 3: Provision of a newspaper portal:
as a minimum, tenderers shall have had, in the last 3 financial years (2012 until and including 2014), an average annual net turnover of at least 45 000 EUR excluding VAT generated with supply services for provision of a newspaper portal. In the case of a temporary grouping, one of the members shall have achieved on its own 60 % of the above amount.

Minimum level(s) of standards possibly required:
The tenderers' technical and professional capacity will be assessed on the basis of the tenderers' experience in providing comparable services as the ones that are currently being tendered, to be proven based on references, by completion and submission of the tender submission form (Annex 3). The criteria for the references per lot are as follows:
Lot 1: Periodicals and journals:
Tenderers shall have performed services to at least 3 different references, each of the references individually meeting the following criteria:
1. the services provided to the referents (preferably located in Europe), shall have been performed in the last 3 calendar years (2012/2013/2014) for a period of at least 3 years;
2. the services provided are related to supply services for periodicals and journals in different languages in print and electronic format (excluding newspapers);
3. the value of the services provided is on average at least 85 000 EUR per year (excluding VAT);
4. the business of all reference clients is in the area of economics, law and/or science;
5. the scope of the references is at least 250 different titles of periodicals/journals from different publishers in different countries.
Lot 2: Arrival management services:
Tenderers shall have performed services to at least 3 different references, each of the references individually meeting the following criteria:
1. the services provided to the referents (preferably located in Europe) shall have been performed in the last 3 calendar years (2012/2013/2014) for a period of at least 3 years;
2. the services provided are related to the provision of arrival management services;
3. the value of the services provided is on average at least 50 000 EUR per year (excluding VAT);
4. the scope of the references is at least 100 different titles of periodicals/journals from different publishers in different countries.
Lot 3: Provision of a newspaper portal:
Tenderers shall have performed services to at least 3 different references, each of the references individually meeting the following criteria:
1. the services provided to the referents (preferably located in Europe) shall have been performed in the last 3 calendar years (2012/2013/2014) for a period of at least 3 years;
2. the services provided are related to supply services for a portal to access newspapers in electronic format.
