Framework contract for evaluation studies analysing the relevance, effectiveness, efficiency (including administrative burden), coherence and added value of the CAP measures contributing to the general objective of balanced territorial development.
Delivery will usually be at the contractor's location.
The contracting authority aims to establish a framework contract with a single contractor for a period of 6 years in order to evaluate one of 3 general objectives of the common agriculture policy as specified in Article 110 of the Regulation (EU) No 1306/2013 of the European Parliament and of the Council.
The maximum value of the framework contract may be higher or lower than the amount referred to in Section II.2.6 of this contract notice. The maximum value of the framework contract will be established as specified in Sections 4.4 and 4.6 of the tender specifications.

A maximum of 2 representatives per tender, duly mandated, are allowed to attend the opening (proof of identity must be given by presentation of a passport or identity card). If tenderers wish to be present, they shall inform the Evaluation Unit E.4 of DG Agriculture and Rural Development by e-mail no later than 3 working days before the opening date, to the contacts indicated in point I.1.
Section VI: Complementary information
1) Tender documents will be available for download at the address indicated under heading I.3. The website will be updated regularly and it is the tenderers' responsibility to check for updates and modifications during the tendering period.
2) The contracting authority reserves the right to supplement the framework contract by new services consisting in the repetition of similar services entrusted to the economic operator awarded the initial contract within 3 years following its conclusion, on the basis of Article 134(1)(e) of the Commission Delegated Regulation (EU) No 1268/2012. Such new services cannot account for more than 50 % of the initial contract amount.
3) The maximum value of the framework contract may be higher or lower than the budget referred to in Section II.2.6 of this contract notice. Fixed coefficients will be applied to the various elements constituting the financial offer. These coefficients will be used to calculate the weighted amounts to be considered in the formula that will be used for determining the price to be considered for applying the formula to award the contract, which in turn will fix the maximum amount of the framework contract (see tender specifications Sections 4.4 and 4.6).

If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
