Highways England (HE) has a requirement to deliver construction works to maintain, repair and renew the Strategic Road Network (SRN) within HE Area 10. Construction Works Framework (CWF) will be made up of a number of different contractors from different specialist areas who will work together to deliver network improvement and maintenance schemes within Area 10. The framework will cover but not limited to — Civil engineering works including earthworks; fencing, landscaping; road restraints; drainage and ducts; pavements, kerbs, footways, paved areas; traffic signs and markings; road lighting and electrical work for lighting; structures — piling and retention walls and structural concrete; waterproofing; painting; and any other similar duties. Highways England may use this framework to deliver works in HE Area 13 from 2021/22. Highways England may also use this framework to deliver works in any other HE operational area as a contingent measure.

The tenderer with the most economically advantageous tender will be required to accept the Highways England Fair Payment Charter as a condition of acceptance of their tender. The estimated range of values quoted in Section II.2.1 are per annum figures. In accordance with clauses 53 and 54 of the contract Highways England intends to work with the winning bidder to explore opportunities for further efficiencies and improvements; discussions will take place during the mobilisation period.
