The Contracting Authority is seeking to appoint developers to provide land for the development of social, affordable and private housing. The land must be in the Lisburn area, as outlined on the map attached at Annex 2 of the MoI. Economic Operators must provide the land, design, construct and ensure completion of the scheme in accordance with, in relation to social housing, the Department for Social Development Housing Guide, the Contracting Authority's requirements and statutory body requirements. The Contracting Authority requires Economic Operators to put forward schemes which offer a high quality development and which broadly accord with the following housing mix: social housing; affordable housing; private rented accommodation; private accommodation for sale and/or shared ownership. II.2.4)Description of the procurement:

In order to fulfil its development programme, the Contracting Authority is seeking to appoint developers to provide land for the development of social, affordable and private housing. The land must be in the Lisburn area, as outlined on the map attached at Annex 2 of the MoI. Economic Operators must provide the land, design, construct and ensure completion of the scheme in accordance with, in relation to social housing, the Department for Social Development Housing Guide, the Contracting Authority's requirements and statutory body requirements. The Contracting Authority requires Economic Operators to put forward schemes which offer a high quality development and which broadly accord with the following housing mix: social housing; affordable housing; private rented accommodation; private accommodation for sale and/or shared ownership.

The proposed sites must meet each of the following minimum requirements:

Location:

The site must be within the Lisburn Urban Area, as identified in the map attached at Annex 2 of the MoI.

Size:

The site must be capable of providing at least 25 housing units in one single site.

Ownership:

The Economic Operator must own the site and be able to provide clear, non-encumbered title to the Contracting Authority or have an exclusive contract to unconditionally purchase clear, non-encumbered title and transfer this to the Contracting Authority. At PQQ stage, Economic Operators are simply required to confirm that they own the site(s). Demonstration of ownership will be addressed as a condition precedent to the Contract.

Planning:

— Full planning permission for the proposed number of units which is valid for at least 24 months from the PQQP Submission Deadline; and/or

— Outline planning permission for the proposed number of units which is valid for at least 24 months from the PQQP Submission Deadline; and/or

— The site(s) must be zoned for residential and/or mixed use to include residential.

For the avoidance of doubt, Economic Operators are required to meet only 1 of the above requirements in relation to planning.

In addition, the proposed development of the site(s) must be compliant with local planning policy and the Belfast Metropolitan Area Plan 2015 or Belfast Urban Area Plan or Lisburn Area Plan (as applicable).

Following the conclusion of the Negotiation Stage, the Contracting Authority intends to enter into a conditional land sale agreement(s) with the most economically advantageous Economic Operator(s).

These shall be conditional upon the Economic Operator:

— Being able to provide clear, unencumbered title to the Contracting Authority (which contains no restrictive covenants or adverse rights which could impact development);

— Securing the Contracting Authority's approval for the detailed scheme, including a detailed specification of works;

— Securing full, detailed planning permission with no onerous conditions and which is not subject to challenge;

— Providing vacant possession of the whole of the site(s);

— Any environmental remedial works have been completed, if applicable, and independently verified by the Contracting Authority's own appointed expert to the Contracting Authority's satisfaction;

— Agreeing the final form of the Design and Build Contracts;

— Being able to provide appropriate and valid insurances, bonds and warranties commensurate to the scale and complexity of the project, if applicable.

III.1)Conditions for participation

List and brief description of conditions:

At PQQ stage, economic and financial standing will be assessed via Constructionline. Economic Operators must also demonstrate appropriate financial status by completing a financial appraisal model prior to entry into the Contract(s).

III.1.2)Economic and financial standing
Minimum level(s) of standards possibly required:

Economic Operators are required to specify in PQQ1 the number of units they are proposing to build (which must be a minimum of 25 units).

The Minimum Category Value is related to the number of units the Economic Operator is proposing to build.

The Minimum Category Value required for a proposal of 25 units is 2 500 000 GBP.

For every additional 1 units that an Economic Operator is proposing to build over and above 25 units, the Economic Operator must be able to demonstrate an additional Minimum Category Value of 100 000 GBP. This is subject to a cap of 100 units per annum, therefore the maximum Category Value required, regardless of the number of units proposed in excess of 100 units, will be 10 000 000 GBP.

Failure by an Economic Operator to demonstrate that these minimum turnover requirements are satisfied will result in exclusion from the Procurement.

Minimum levels of insurance required will be detailed within the pre-qualification documentation.

The Contracting Authority reserves the right to waive any of the above requirements. The Economic Operator must work cooperatively with the Contracting Authority and use all reasonable endeavours to secure satisfaction of these conditions as soon as is reasonably possible. A target date for satisfaction of these conditions and a long stop date which would allow for termination should these conditions not be met, will be included in the agreement for sale.

Economic Operators should note that all costs in securing satisfaction of these conditions will be borne by the Economic Operator and will be at the Economic Operator's own risk. No payments will be made by the Contracting Authority in advance of the agreement for sale becoming unconditional and the only cost attributable to the Contracting Authority in relation to satisfaction of these conditions will be the amount payable for the site in question.

Economic Operators should be aware that the Contracting Authority reserves the right to award more than 1 Contract as a result of the Procurement and to award Contracts on a phased basis.

It is difficult for the Contracting Authority to estimate the value of this potential opportunity. The estimated value is between 2 500 000 GBP and 80 000 000 GBP. It is also difficult for the Contracting Authority to estimate the duration of this opportunity. The estimated duration is between 24 months and 10 years. The values provided are estimates only.
