— In order to prove their legal capacity and their status, all tenderers (including any member of a consortium or grouping) must provide a signed legal entity form with its supporting evidence. In order to prove their economic and financial capacity, the tenderer (in the case of a joint tender, the combined capacity of all tenderers and identified subcontractors) must comply with the following criteria:
— the annual turnover of the last 2 financial years is above 2 000 000 EUR and is related to the services covered by this contract.

— copy of the profit & loss account for the last 2 years for which accounts have been closed,
— failing that, appropriate statements from bank.

The tenderer (in the case of a joint tender, the combined capacity of all tenderers and identified subcontractors) must comply with the following criteria:
— the tenderer must prove experience in the field of intermodal railroad or rail barge operations of at least 1 000 containers carried or shipped per year by rail across borders,
— the tenderer must prove experience in the field of measuring clearance gauges of railway lines at speeds of at least 40 km/h on lines of a length of at least 500 km during each of the previous 3 years,
— the tenderer must prove experience in the field of survey techniques, data collection, statistical analyses and drafting reports and recommendations,
— the tenderer must prove capacity to draft reports in English.
