For the provision of an architectural lead design consultant with a planning specialist for the development of the Uplands Wellbeing Neighbourhood Scheme and for a Wellbeing Neighbourhood model to be developed for application on other sites in Bury.
Bury Council is seeking the services of an architectural lead design consultancy which includes a planning specialist for the development of the “Uplands Wellbeing Neighbourhood Scheme” and to carry out the work necessary to secure a successful planning consent. The scheme is to serve as a “Wellbeing Neighbourhood model” to be developed for application on other urban sites in Bury.
The contract is being established for a 3-year period, with the option to extend up to a further 2 years on an annual basis.

This procurement is being conducted via the OJEU 2 Stage competitive procedure with negotiation as follows:
1.1) First stage: The authority is issuing this Pre-Qualification Questionnaire (PQQ) with the intent of shortlisting relevant and experienced providers to be invited to submit a tender.
1.2) Second stage: The authority will publish the finalised version, of the Invitation to Tender (ITT) documentation — to the top 5 scoring companies after evaluating the PQQ submissions, the authority will also notify all unsuccessful companies at the same time.
1.2.1) the authority is intending to publish the ITT for a 3 week period, with a closing date of 31.5.2019. This is subject to the agreement of those companies shortlisted;
1.2.2) upon shortlisting and issuing the tender documentation, the authority reserves the right to award the contract based on the initial tender submissions, without the need for negotiation(s) or further iterations of the tender documentation.
