The Council of the Isles of Scilly, has evaluated a joint venture model for the delivery of the Smart Islands Project, Our analysis of the formation of a joint venture company suggests that it could take 12 to 18 months to form the company with further time required to develop the programme of projects to be delivered. This approach provides an inherent threat to securing funds and therefore the Smart Islands Project. The Council will work with partners to seek to develop a portfolio of smaller projects which will deliver the same overall vision desired by the Smart Islands Project. These projects will be less dependant upon one another or a single funding application and therefore present a greater likelihood of delivery. This approach will also mean that the Council or its partners can bring forward projects more quickly to funders including ERDF.
Where the Council does bring forward projects related to the Smart Islands Project and these are subject to the Procurement Regulations 2015 (either subject to Part 2 or Part 4 chapter 8), these will be advertised in the Official Journal (where required) and via the UK Government's Contracts Finder (if over 25 000 GBP).
