RaDAR aims to address the urgent need for rapid detection and effective infection control systems for antimicrobial resistance.

The RaDAR buyers group have identified a common need for solutions to this problem and over the next months will work to define clearly their unmet needs and clinical requirements.

This prior information notice has been published to provide early notification that a public procurement of innovation will take place to address the urgent need for rapid detection and effective infection control systems for antimicrobial resistance, and invite expressions of interest in advance of a full Open Market Consultation to be launched later in the year. You are welcome to fill in the form of expression of interest:

Coordinated tenders concerning cross-border collaborative procurement of innovative solutions (not joint procurement – see explanation in section II.2.14) are expected to be published Q3 of 2023.

II.2.4)Description of the procurement:

The subject of the forthcoming cross-border collaborative procurement (not joint) will be 'innovative solutions for rapid detection and control of antimicrobial resistance'.

The procurements are expected to be launched in Autumn 2023. The contracts are expected to start in April 2024 and finish at the end of 2025.

The cross-border collaborative procurement procedure is described below.

This PIN invites all parts of the supply chain and interested parties to express interest in this project and the subsequent procurement.

To express interest and be kept up-to-date with developments, please respond to this form:

An Open Market Consultation (OMC) will be launched by the end of 2022. This will be announced in a second PIN to be published in Q4 of 2022.

All interested operators will be invited to take part in the OMC.

The procurement will be carried out in a collaborative manner by the organisations of the buyers' group, and the GIP Réseau des acheteurs hospitaliers (RESAH) will act as lead procurer.

As of the date of the publication of this information notice RaDAR PPI buyers' group members are:

We have indicated « joint procurement » in section I.2 because 4 buyers are involved in the procurement, and they will procure at the same time. However, we will not run a classical joint procurement, meaning a publication of a single call for tenders.

For the RaDAR project, we will use the cross-border collaborative procurement model, which means that each buyer will publish their own call for tenders in their country (1 call in France, 1 call in Italy and 2 calls in Spain). The procedure is the following:

1_ Common preparatory phase - Buyers will work collaboratively on common needs identification, common market research/evaluation and joint specifications definition

2_ Coordinated publication – Buyers will work on coordinated individual tenders’ preparation per locality to ensure that each buyer procures according to their local context, specific need and according to their national laws

3_ Coordinated evaluation of the offers, contract award and signature of the contracts

This is not a call for competition or a pre-qualification exercise. The aim is to provide early notification to interested parties of the planned procurement and OMC. Expressing interest will not be a requirement to submit a proposal to the tender, does not lead to any rights or privileges for the participants.
