— phase I begins in April 2020 with an open and Europe-wide tender. The call for an anonymous application is addressed to qualified urban planners and architects and must include a preliminary design idea. In October 2020, the jury will select up to 3 participants from all qualified applications received, who will be considered for further development. The selected preliminary design ideas will first be presented to the municipal council and then publicly exhibited under anonymous form. In this context, the local council and the citizens have the opportunity to express their opinion on the various projects.

— phase II starts in January 2021 and consists of a multiple urban design commission of the maximum 3 selected offices. The anonymity of the participants will be lifted at this stage. The teams will work out an urbanistic design. An exchange with the jury takes place in the context of colloquia and a site visit.
