Framework agreement legal consultancy services within builder services
The contracting authority would like tenders for legal services for the Norwegian Public Roads Administration´s builder services.
The contracting authority would like tenders for legal services for the Norwegian Public Roads Administration´s builder services. This contract shall include:
— assistance / consultancy connected to procurement and contract strategies, including uncertainty management and risk assessment, contract negotiations, contract management and solving disputes out-of-court,
— assistance / consultancy for the preparation of procurement and contract templates,
— assistance / consultancy for general and continual written and oral assessments and reviews within procurements, contract and enterprise as a basis for designing the department´s contract templates,
— development and implementation of courses and training within the areas covered by the contract. The contracting authority will lay guidelines for course content and the courses will be held after call-offs in the regions. The extent of the courses and training is uncertain, but it is expected to make up a significant part of the contract extent.
The contract does not include procedure assignments connected to legal dispute cases that involve the Norwegian Public Roads Administration.
Option for 1 +1 year.
Section III: Legal, economic, financial and technical information
The tenderer must be a legally established company.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Tenderers must have sufficient financial capacity to fulfil the contract.
The Annual Financial Statements for the last 2 fiscal years, which include the Board's annual report, income statement, balance sheet, notes, and auditor's report.
Tenderers shall have considerable experience from equivalent assignments.
Tenderers shall enclose a list of the most important relevant deliveries and services performed in the past 3 years, including information on the value, date, and the name of the public or private recipients. A minimum of 3 reference assignments and a maximum of 6 must be described.
The reference must be contactable for quality assurance of the described information in the tender offer. The tenderer is responsible for clarifying the reference before the tender offer is delivered, to ensure that the reference will be contactable.
Individual persons will be assessed under B3.
Tenderers shall have sufficient capacity and implementation ability.
Tenderers shall account for the tenderer´s average work strength and the number of employees in the last three years within the professions included in the assignment.
