This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices ( on 24.3.2017 and updated on 9.4.2018.

Greater Amman Municipality (GAM) hereinafter referred to as “the Purchaser” intends to use part of the proceeds of the loan provided by the Bank for financing of Solid Waste Crisis Response Programme towards the cost of supply of solid waste collection vehicles to GAM.

The Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of the proceeds of the loan:

— Lot No.1. Supply of Dump Trucks, Tractor Heads and Combined Jetting Vehicles with maintenance for first two years of operation. The scope of supply includes: 28 dump trucks (capacity 8m3), 18 dump trucks (capacity 12 m3), 6 tractor heads and 2 Combined Jetting Vehicles (Suction Jetting) (capacity range: 7-9 m3),

— Lot No.2. Supply of Street Sweepers with maintenance for first two years of operation. The scope of supply includes 4 street sweepers,

— Lot No.3. Supply of Skip Loaders and Roll-On/Roll-Off Trucks with maintenance for first 2 years of operation. The scope of supply includes: 4 skip loaders and 6 rollon/roll-off trucks,

— Lot No.4. Supply of Water Tank Trucks and Fuel Tank Truck with maintenance for first two years of operation. The scope of supply includes: 10 multipurpose highpressure water tank trucks (capacity 15 m3), 8 water tank trucks (capacity 15 m3), 1 water tank truck (capacity 6 m3) and 1 fuel tank truck (capacity 10 m3).

The solid waste collection vehicles should be delivered to the Purchaser’s premises in Amman, Jordan, on DDP terms within 6 months from the contract signing date. Full maintenance services for the vehicles shall be provided under the contract during the first two years of their operation by service centres located in Greater Amman area and authorised by manufacturers of chassis and superstructures. Detailed description of Refuse Collection Vehicles and related services is provided in the tender documents.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must satisfy the minimum criteria named below:

— Experience as Supplier in at least two (2) contracts within the last five years that have been successfully and substantially completed and that are similar to the proposed Goods, each with a value equivalent to at least:

Lot No.1: 4 000 000 USD

Lot No.2: 650 000 USD

Lot No.3: 1 000 000 USD

Lot No.4: 1 500 000 USD

— Manufacturer’s Authorization for the offered vehicles in case the tenderer is not their manufacturer. Manufacturers shall have successful experience in manufacturing of the offered or similar models of vehicles (including chassis and superstructures) at least within the last five (5) years and should demonstrate that they are successfully used in Jordan and/or in other countries with climate conditions similar to Middle East and North Africa Region as well as in other countries, including country of their origin,

— Sound financial position and minimum average annual turnover within the last three (3) years (2015-2017) equivalent to:

Lot No. 1: 13 000 000 USD

Lot No. 2: 2 000 000 USD

Lot No. 3: 3 500 000 USD

Lot No. 4: 5 000 000 USD

— Access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirements for respective lots named below as well as the overall cash flow requirements for this Contract and its current commitments:

Lot No. 1: 3 500 000 USD

Lot No. 2: 500 000 USD

Lot No. 3: 800 000 USD

Lot No. 4: 1 200 000 USD

To strengthen their capacities the companies may wish to form joint ventures with manufacturers and/or local agents or to claim experience and capabilities of their parent or sister companies by submitting parent company guarantees as indicated in the tender documents. Local dealers may provide similar guarantees from manufacturers of vehicles and superstructures together with manufacturer’s authorisations to supply them.

A complete set of Tender Documents in English may be purchased by interested Tenderers on the submission of a written Application to the address below and upon payment of a nonrefundable fee of (200 JOD) or equivalent amount in any convertible currency exclusive transaction or currency conversion fees. Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested, the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the nonrefundable fee. In the event of any discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of in a form of a bank guarantee or in other form prescribed by the tender documents, in US dollars or in Jordanian Dinars in the equivalent amounts specified below:

Tenders must be delivered to the office at the address below on or before 28.5.2018, 12:00 noon, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
