II.2.4)Description of the procurement:
Learning and training activities for labour inspectors. The target group of these services is labour and social security inspectors of competent national authorities responsible for enforcement of labour mobility and social security rules. Where relevant, social partners organisations at national level, as well as staff of the European Labour Authority, in particular national liaison officers, involved in carrying out cross-border inspections, may be invited to participate at specific activities.
The contractor shall develop the content and provide training and learning activities aimed at improving in particular the operational capacity of national inspecting bodies, and implement mutual learning projects focusing on the promotion of the exchange, dissemination and uptake of good practices and knowledge, relevant for the organisation and carrying out cross-border joint and concerted inspections in the area of labour mobility. In parallel with the capacity building facet, these activities will also help to start framing the network of national inspectors characterised by strong stakeholder engagement. The network would be based on mutual trust and would share the goal to act on the same standards and apply the same procedures in accordance with the relevant EU legislation.
The contractor will contribute to the capacity building activities of ELA summed up in the following tasks:
Task 1: Develop and deliver three training seminars;
Task 2: Develop one online training module;
Task 3: Organise three webinars;
Task 4: Provide support to staff exchanges and staff visits.
