Tender Invitation for Places in Centre for Parents and Children, Mid region
Contest for places in non-profit centres for parents and children. The contest will cover the needs in the Mid region.
The contract can be extended for 1 + 1 year.
Section IV: Procédure
A contest has recently been held for the procurement of places in private centres for parents and children, which was reserved for non-profit suppliers, in accordance with the Public Procurement Regulations, part IV. Note that the contest was published in TED (in the EEA area), however only Norwegian tenderers submitted a tender. The award was made on 28 February this year.
The contest was held without the desired result for the Mid Norway region, as it was not possible to award a contract for the three places that make up the Mid Norway region's need. This was, amongst other things, because the region needs the places to be geographically located in the region.
The current situation is, thus, that the Mid Norway region's needs are not covered by the contest that was held. As a result of the mentioned situation, procurement has made an assessment of whether to hold a new contest for the procurement of places for the Mid Norway region, the value of such a contest exceeds the EEA threshold of NOK 7.2 million, cf. the PPR § 5-3 (2).
In order to cover the Mid region's need, the directorate is enquiring directly with a supplier located in the Mid Norway region about a tender invitation for the procurement of three places in the region. The Mid region needs places in Trøndelag County in order to ensure proximity in the tender for the population they are responsible for, and Blå Kors Aglo is the only tenderer of places in centres for parents and children in the county that has documented that it is certified and non-profit, which is a prerequisite for signing and maintaining the contract. This was documented in their tender in the above-mentioned contest.
The contract will have the same requirements and terms that the prior contest had, so there is no change. A new procurement will only cover the provision of services equivalent to the Mid Norway region's need, and the requirements in the procurement are the same as the requirements that were set in the recent contest, including the stated maximum price.
The directorate believes that a new contest notice would not have any new tenderers. This is because centres for parents and children come under the rules in the certification regulations, and there is currently only one centre located in the region that has valid certification. The mentioned centre belongs to the existing supplier, which was also a qualified tenderer in the recently completed contest.
It would not be possible for another supplier to establish a new centre in the region before the tender deadline would expire in a new contest, as the start-up of a new centre is a time-consuming process that can take up to one year. It is, therefore, deemed unlikely that a new supplier can provide Bufetat's immediate need for places.
A lack of coverage of the Mid Norway region's needs after a contest has lead to a need to meet the region's need for such services. In addition, the region's immediate needs are currently not met.
The above shows that Bufetat's needs cannot be met by any other supplier than the existing supplier, which is located in the Mid Norway region.
Based on the above, the directorate has chosen to enquire directly with the certified supplier that is located in the Mid Norway region, and intends to enter into a contract with Blå Kors Aglo.
