The Thermal-Hydraulics Open-access Research facility (THOR) will be a first phase in a stepwise approach to develop competence, research capability and techniques in advance of an eventual establishment of the UK National Thermal-Hydraulics Facility (NTHF) at Menai Science Park (M-SParc).
The procurement includes the provision and modification of workshop space along with the provision of project management services to manage the procurement, installation and maintenance of specialist equipment.

Explanation:
This procurement follows a late call for applications for grant funding from the Welsh Government. Advance notification of the success of the bid was notified to the University on 28 February 2020, although formal written notification wasn't received until 13 March 2020. Conditions of the grant stipulated that funds must be spent (i.e. invoiced) by 31 March 2020. This did not allow sufficient time for a formal procurement exercise to be undertaken. As the procurement was based on a late call for bids from Welsh Government, the extreme urgency of the procurement has been brought about by events unforeseeable by the contracting authority and the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. Therefore, this procurement is considered lawful under clause 32(2)(c) of the Public Contract Regulations 2015.
