United Kingdom-Liverpool: Software package and information systems

Agreement for use by UK public sector bodies identified at VI.3 (and any future successors to these organisations), which include Central Government Departments and their Arms Length Bodies and Agencies, Non-Departmental Public Bodies, NHS bodies and Local Authorities.
The above Public Sector Bodies have a need for a compliant Procurement Vehicle to access Cloud Computing Services.
The maximum initial duration of any Call-Off Contract that may be placed by an eligible Contracting Body is 24 months with two (2) extensions allowed, each of up to 12 months.
Potential Providers must respond to this G-Cloud 10 procurement via the Digital Marketplace. Primarily in the UK with some limited requirements overseas.
Lot 1: Cloud hosting:
Cloud hosting Services must be cloud platform or infrastructure Services that can help buyers do at least 1 of:
— deploy, manage and run software,
— provision and use processing, storage or networking resources.
The G-Cloud cloud hosting lot is equivalent to the National Institute of Standards and Technology (NIST) definitions of Platform as a Service and Infrastructure as a Service:
G-Cloud cloud hosting Suppliers will provide Services in at least one of these categories:
— archiving, backup and disaster recovery,
— compute and application hosting,
— data warehousing,
— NoSQL database,
— relational database,
— load balancing,
— logging and analysis,
— message queuing and processing,
— networking (including Network as a Service),
— Platform as a Service (PaaS),
— infrastructure and platform security,
— distributed denial of service attack (DDOS) protection,
— service intrusion detection,
— protective monitoring,
The Framework Agreement duration is for one (1) year. However the Contracting Authority reserves the right to extend the duration of this Framework Agreement for any period up to a maximum of twelve (12) months from the expiry of the Initial Term.

Lot 2: Cloud Software:
Cloud Software services sold through G-Cloud are applications that are accessed over the internet and hosted in the cloud. Buyers only need to pay for what they use.
The G-Cloud cloud software lot is equivalent to The National Institute of Standards and Technology (NIST) definition of Software as a Service:
G-Cloud cloud software Suppliers will provide cloud software Services in at least one of these categories:
— accounting and finance,
— analytics and business intelligence,
— application security,
— collaborative working,
— creative, design and publishing,
— customer relationship management (CRM),
— electronic document and records management (EDRM),
— human resources and employee management,
— information and communication technology (ICT),
— legal and enforcement,
— operations management,
— project management and planning,
— schools, education and libraries,
— software development tools,
— transport and logistics.
Lot 3: Cloud Support:
Cloud Support services sold through G-Cloud can help buyers set up and maintain their cloud software.
G-Cloud cloud support Suppliers will provide Services in at least one of these categories:
— setup and migration,
— security services,
— quality assurance / performance testing,
— ongoing support.
Additional Services, through Lot 3 only, must support buyers in their transition to Cloud services.
A description for Additional Services must be included by the Supplier and it must be G-Cloud Service-related. Additional Services must help the Supplier with its main G-Cloud Services offering. Non-G-Cloud Services will be removed from the Digital Marketplace.
Additional Services must not include:
— services that are not cloud-related,
— recruitment or contractor (contingent labour) Services or Services that are Inside IR35,
— colocation Services, for example equipment the buyer rents from a Suppliers datacentre,
— bespoke design or development.
Section III: Legal, economic, financial and technical information
Participants will not be required to provide a deposit. No guarantees will be required at Framework Agreement level; Contracting Bodies may require a guarantee at Call-off stage but this will be stipulated in their Order Form.
No special legal form is required but if a contract is awarded to a consortium, the Contracting Authority may require the consortium to form a legal entity before entering into the Framework Agreement.

This G-Cloud 10 procurement will be responded to via the Digital Marketplace (accessed here: https://www.digitalmarketplace.service.gov.uk).
Potential Providers must register on the Digital Marketplace:
1. create, or login to, an account on the Digital Marketplace homepage (this is only required once for all tenders on the platform) — Click on LOG IN if you already have an account or “Become a supplier” to create a new supplier account;
2. services in the completed table will be automatically submitted at 5:00 pm BST, 23.5.2018 (if you have also made the supplier declaration and completed your company details).
