Condition Surveys of Listed Buildings
To undertake surveys of listed buildings in the 22 Wales local authorities.
The Welsh Government on behalf of the Welsh Ministers (the client) wish to let a contract to commission a 5 years programme of inspections across Wales by local planning authority area of the condition of all listed buildings and conservation areas in Wales. This information will inform the provision of a web facility to be publicly accessible, with a link to Cadw’s website and provision of key headline items on Cadw’s website, which can provide information on the condition of the listed building stock and conservation areas.
A supplier awareness session is planned to give potential bidders the opportunity to learn more about this opportunity and ask questions about the delivery of the service. The event will be held at Cadw HQ in Nantgarw on 1.5.2018 @ 2:00 pm. There will also be a demonstration of the e tender portal.

There is an option to extend for up to a maximum of an additional 24 months, subject to annual review.

— The first person from your organisation to use the Platform will be required to register on behalf of the organisation,

— the user who performs the Registration becomes the super user for the organisation,
— on registering on the platform the super user will select a username and will receive a password,
— the password will be sent by e-mail to the email address that was specified in the user details section of the registration page,
— in order to log-in to the platform please enter your username and password,
— note: if you forget your password then visit the homepage and click “Forgot your password?”,
— registration should only be performed once for each organisation,
— If you think that someone in your organisation may have already registered on this platform then you must not register again,
— please contact the person who registered (i.e. the super user) in order to arrange access to the platform,
— contact the Helpdesk immediately if you are unable to contact the super user (for example if they have left your organisation),
— note: if your organisation is already registered on the platform then you must not make any additional registration. Please contact the Helpdesk to gain access to the platform,
— tenders must be uploaded to the Bravo Solution portal by 2:00 pm.

The client has decided to take a non core approach to community benefits, this means that the community benefits proposal that you return as part of this tender process will not be evaluated and scored.
The priorities to address.
The community benefits policy has key strategic priority areas that align with the Welsh Government Programme for Government commitments. The policy priority areas that the client want you to focus on in your community benefits proposal are:
— training and recruitment opportunities for the economically inactive /disadvantaged groups, including Worklessness (Welsh Government Lift Programme), and /or graduates, under graduates placements and /or trainees, and /or apprenticeships etc.
Bidders should consider opportunities for recruiting and training the above groups as part of the workforce delivering this contract /agreement.
— Promotion of environmental benefits,
— Contributions to education, numeracy, literacy and STEM subjects (Science, Technology, Engineering and Maths subjects).
