Removal and Transfer of Evidence Materials from Didcot to Buxton
HSE is currently conducting a major investigation and is required to recover and transport a substantial amount of evidence and transport it from the investigation site in Didcot, Oxfordshire to it's site in Buxton, Derbyshire.
Didcot, Oxfordshire and Buxton, Derbyshire.
Section IV: Procedure
Regulation 32 exempt: 32(2)(b)(ii) whereby competition is absent for technical reasons. HSE asserts its belief that Steve Foster Cranes Limitied is the only economic operator in the EU that is capable of supporting HSE in respect of transporting the materials in accordance with the requirement to maintain their evidential integrity. HSE has previously awarded a contract for work of this nature in March 2017 for the delivery of the same services and Steve Foster Cranes was the only economic operator to submit a technically compliant bid. HSE has no knowledge of any new entrants to the market, nor does it consider that there are any economic operators who did not bid last time that would be capable of meeting its requirements at present and consequently asserts general grounds are satisfied.
