Integrated human resources and payroll management system.
North East Lincolnshire Council and North Lincolnshire Council have a shared service for all back-office functions and now seek to invest to:
Completely integrate payroll and human resources HR systems, activities, working practices and processes in so far as the employee terms and conditions of each council allow.
Future-proof and enable the expansion of externally delivered HR and payroll services
Provide a high degree of employee and manager autonomy for HR processing via a self-service facility.
Ensure the council is able to meet all its statutory and national policy requirements in a controlled and timely manner.
To this end we are now engaging with the market to establish how these objectives and outcomes might be achieved.
This consultation (PMC) is designed to encourage the market to engage with the development process before a procurement is released.
Reduce administration removing re-keying of data, increasing employee/manager self service, having end-to-end work-flow processes from self-service creation to completion and reporting, reducing system management by ICT;
Deliver a solution that accommodates the full range human resources and payroll requirements arising from large, diverse organisations including multiple employments and annual pay incrementation and that is affordable in an environment of perennially reducing budgets;
Control the councils' overhead costs, by expanding our provision of HR/payroll services to external customers, the solution must have the ability to allow this expansion, and periodically retraction of services;
Support the highest degree of data integrity;
Whilst a seamless interface between the payroll and finance systems is essential, the councils are not looking for an ERP solution. Nor do the councils have any interest in outsourcing human resources or payroll services.
PMC is the market's opportunity to outline market developments and generally influence how the needs might be met.
