The Council is seeking to create a Joint Venture with a suitably established industry partner, from either the private or public sector to develop an integrated Property Service with Powys County Council.
Initially, four key functions will be included:
— Responsive buildings repair and maintenance contracting service to deliver planned maintenance and minor works, statutory testing and cyclical maintenance;
— Design and build contractor/consultancy for delivery of small projects;
— Consultancy Services to deliver the ambitious major capital investment program in new buildings;
— Consultancy to deliver property advice and asbestos services.
The Council has considered the options available and wishes to pursue a longer term partnership delivering over a term of 10 to 15 years and to build a strong, viable and resilient property service for the Heart of Wales, not only delivering services to Powys County Council, but in time to other public sector organisations.
Against a background of diminishing budgets, the Council wishes to modernise service delivery, generate cashable savings and ensure viable and sustainable Property Services for the County into the future.
Services to be undertaken by the Joint Venture include:
— Repair and maintenance of Council dwellings and related assets, including maintenance of heating installations but excluding capital work;
— Repair and maintenance of non-Housing Public Buildings including Council owned farms;
— All statutory testing in both Council housing and public buildings;
— Project design and management for the delivery of major schemes on behalf of the Council.
The Council currently delivers Housing and Public Buildings Repairs and Maintenance via its own workforce of approximately 60 Operatives as well as utilising local contractors. Project design and delivery is carried out by our in-house team.
The Council owns approximately 5 400 homes and 460 public buildings.
It is envisaged that further property-related services may be added in the future by the Council and/or other public entities.
The current combined annual contract value of all work streams identified above is around 11 400 000 GBP, broken down as follows:
— Housing Repairs and Maintenance: 5 646 000 GBP;
— Annual testing and maintenance of Heating installations in Council homes 710 000 GBP;
— Public Buildings Repairs and Maintenance: 2 640 000 GBP;
— Statutory testing Public Buildings: 1 576 000 GBP;
— Project design and delivery 1 316 000 GBP.
The values stated are for the 2014/15 financial year and there is no guarantee that the contract value will continue at this level in the future.
This Soft Market Test is being undertaken to support the Council to define its procurement requirements and to appraise itself of current best practice in the market. We would also like to assure respondents that the information they provide will be treated in the strictest of confidence.
