The study would have 2 objectives:
i) evaluation of ongoing measures — i.e. evaluate whether the quantitative targets that are part of the metrics fiches as well as policy goals are being achieved with current policy measures; and
ii) supporting the development of any future policy.
In order to meet these objectives, the consultants would build upon the results of the Eurostat special module on cloud, provide complementary data given its limited scope in order to have a full picture of cloud take-up, including a detailed sector analysis, as well as provide data on cloud take-up across Europe, and macro- and micro-economic impact of cloud adoption.
The results would be part of an approach to cloud data collection that provides the best match between prior and planned data collection efforts and thus of providing information on cloud trends (2012–2015) rather than a set of snapshots. They would include previous efforts, such as the 2011 IDC study, the 'light' effort on cloud take-up in 2013 as well as the Eurostat special module on cloud in 2014.
