HHP Housing Development Programme 2018/19
Tenderers are invited to Tender for the provision of Principal Contractor to provide Design and Build (D&B) services for the delivery of the 2018-19 Rural Development Programme. The 2018-19 Rural Development programme relates to the delivery of 3 Developments. Each development will be separated into a lot.
Low Flyer Site, Balivanich, Isle of Benbecula
The design and construction of 10 Semi-Detached units according to the following mix and HHP standard house types.
2 no. x 1 Bedroom 2 Person Semi Detached Units
4 no. x 2 Bedroom 4 Person Semi Detached Units
4 no. x 3 Bedroom 5 Person Semi Detached Units with associated infrastructure access roads, external works and landscaping.
Scalpay Road, Tarbert, Isle of Harris
Site at Scalpay Road, Tarbert, Isle of Harris.
The design and construction of 4 no 1 bedroom 2 person units with associated infrastructure, access roads, external works and landscaping.
Proposals for both flats and semi-detached units will be considered by HHP.
Breasclete, Isle of Lewis
4 no. x 3 Bedroom 5 Person Semi Detached Units with associated infrastructure access roads, external works and landscaping. Tenderers should note the presence of the Scottish Water pumping station adjacent to the site. Consideration should be given to the need to maintain right of access to the Scottish Water pumping station and the potential need to divert gravity fed and pumped foul water mains.
Section III: Legal, economic, financial and technical information
The main contractor or their Subcontractors will be expected to hold membership and accreditation’s with the following or an equivalent organisation: Scottish Building Federation, MCS, Select, or NICEIC (or equivalent) SNIPEF (or equivalent), CITB, or have within the last 12 months successfully met the assessment requirements of a constructions related scheme in registered membership of the safety schemes in Procurement (SSIP) forum eg CHAS.
The bidder should provide its average yearly turnover for the last 3 years.
Bidders will be required to have an average yearly turnover of a minimum of 500 000 GBP.
Bidders will be required to state the value(s) for the following financial ratio(s):
The acceptable range for the financial ratio is a score greater than 1.
The ratio will be calculated as follows:
Current Assets-stock/Current Liabilities.
Ratio 2 Return of Capital Employed ROCE.
The acceptable range for the financial ratio is a positive figure.
Profit/Total Assets-Current Liabilities.
Ratio 3 Liquidity Ratio.
The acceptable range for the financial ratio is a score of greater than 1.
The ration will be calculated as follows Current Assets/Liabilities.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer’s (Compulsory) Liability Insurance = 10 000 000 GBP.
Public Liability Insurance = 10 000 000 GBP.
Professional Indemnity Insurance = Equal to or greater than contract value.
Product Liability Insurance N/A.
Bidders will be required to provide examples of works carried out in the past 5 years that demonstrate that they have the relevant experience to deliver the work as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice.

HHP requires the contractor to provide a mandatory community benefit payback within the locality of the developments. A community benefit can take various forms such as:
Financial contributions to the community via various local charitable organisations.
Physical labour and/or materials to carry out works for local community groups.
The contractor is to include draft proposals within the Quality Submission document as detailed in the Invitation to Tender. The provision of community benefit is mandatory and will require to be concluded prior to practical completion of the project.
