The procurement concerns a framework agreement for the delivery of consulting engineering services to Helse Førde HF [Førde Health Trust] in the disciplines of RIB, RIV and RIE. [Consulting Civil Engineer, HVAC and Sanitation Engineer and Consulting Electrical Engineer.

On behalf of the Client, Sykehusinnkjøp HF [the Norwegian Hospital Procurement Trust] can extend the framework agreement for up to one year at a time for a maximum of two years.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Tenderers must be a legally established company.
Norwegian Tenderers must provide an updated company register certificate.
Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.
Tenderers shall have sufficient experience from similar assignments. Tenderers are required to have experience from hospital projects, laboratory buildings or relevant assignments of comparable complexity.
The contracting authority will assess the tenderer's experience based on the following points:
volume/value of previous deliveries;
the nature and complexity of the deliveries.
The tenderer´s experience will be assessed in regards to volume/value of the part of the procurement for which the tenderer has submitted an offer, and the size of the lot(s) the tender concerns.
The tenderer must complete Appendix 4 ‘Response Form experience’ for each lot they are submitting a tender for, concerning the primary relevant deliveries during the last three years, including the scope, number of hours, value, dates and the contracting authority or recipient.
There must also be an overview of the contract person for each individual delivery as well as the contact person's telephone number and e-mail address.
Tenderers must have sufficient ability and capacity to be able to fulfil the contract obligations. The tenderer must have sufficient capacity to be able to serve the Client in a satisfactory manner throughout the entire contract period.
Tenderers must enclose the following:
Overview of the tenderer's total staffing distributed per lot, complete Appendix 5 Response Form for the tenderer's staffing.
Overview of any sub-contractors and how they are located.
Tenderer's must fulfil the terms to be able to declare the right to responsibility as the responsible application (SØK) and responsible engineering designer (PRO) for the responsibility areas stated in the overview in Appendix 6 ‘Responsibility matrix/initiative profile'.
Copy of central certification for the areas in the overview in Appendix 6 'Responsibility matrix/initiative profile'. Or overview of reference projects and other documentation that highlights the tenderer's qualification to declare the right to responsibility for the initiative classifications in Appendix 6 ‘Responsibility matrix/initiative profile’.
Tenderers delivering tenders for the lots of Consulting Electrical Engineer (RIE) must e registered in the the Norwegian Directorate for Civil Protection's Electrical Business Register for businesses that can legally perform electrical work in Norway for Hospital electric installation rooms for medical use.
Copy of registration from the Electrical Business Register.
The tenderer is required to have a well functioning quality assurance system.
One of the following can be used as documentation that the tenderer satisfies the requirement.
Certificate for the relevant quality assurance standard, for example NS-EN ISO 9001.
Other certificates issued by bodies in other EEA states that comply with the community regulations or relevant European or international certification standards of certification may also be submitted.
The content of the quality system.
Description of the tenderer's quality assurance system (max two A4 pages).
