Contract 2 — Sighthill TRA Infrastructure is a Design & Build Contract which will require the appointment of a Contractor to develop a detailed design for this particular contract (accept where stated otherwise) and requires the Contractor to develop a detailed design for the site allowing the scope of works to be implemented in full.
The scope of works incorporates, but is not limited to:
— Delivery of roads network and roads and street lighting (including intelligent) network, detailed design provided by GCC;
— Earthworks to realise a serviced development platforms;
— Delivery of and integrated designs for key services infrastructure: district heating, drainage (foul and SUDs), utilities (gas, power, comms water). To deliver strategic, distributor and local services assets;
— Provide for integrated solutions to allow successful construction of services platforms (serviced by the above mentioned key services);
— Delivery of soft and hard landscape proposals;
— Demolition of buildings and structures;
— Localised remediation — asbestos materials from demolitions, deal with contamination ‘unknowns' encountered during works;
— Ecological mitigation where required;
— Statutory and non-statutory approvals in support of detailed designs / construction as required.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Commencement Date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Public Contracts Scotland procurement portal (www.publiccontractsscotland.gov.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.

Precise information on deadline(s) for lodging appeals: Glasgow City Council will incorporate a minimum 10 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Such additional information should be required from the procurement officer (see details in Section 1.1) of the contract notice). If an appeal regarding the award of the contract has not been successfully resolved the public Contracts (Scotland) Regulations 2012 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
