LANB Off Site Manufacture (OSM) Term Contract (Provider)
The Authority is seeking to establish a single “Turnkey” Provider to design, manufacture and install new homes using predominantly “Off Site Manufactured” products/systems. The provider will be required to undertake feasibility studies and develop schemes through the RIBA Plan of Work Stages 1-4 including obtaining full planning consent. The Provider shall manufacture OSM buildings and undertake all site construction to deliver new homes (RIBA Plan of Work stages 5-7).

The provider will be required to provide a full design service and act as Principal Designer. The provider shall undertake feasibility studies and develop schemes through the RIBA Plan of Work Stages 1-4 including obtaining full planning consent. The provider shall manufacture OSM buildings and undertake all site construction to deliver new homes (RIBA Plan of Work stages 5-7). The procurement exercise will result in the establishment of a single term contract jointly with the provider and a consultant to act as agent for the Contracting Authority, with orders placed over a maximum 10-year term (potentially up to 13 years’ work due to delivery timescales). Tenders have already been invited for the Consultant appointment. A Bidders briefing day will be held during the tender period for those organisations who have expressed interest and signed the confidentiality agreement referred to at VI.3.
The contract will be awarded for an initial term of 5 years with the option to extend for 5 further years up to 10 years. Due to the nature of the contract, it is envisaged that orders issued will continue beyond 10 years. On this basis, the run-off period for orders issued during the contract term is up to 3 years beyond the contract term up to the total duration of 156 months stated above.

Tenderers are advised to ensure they allow sufficient time to submit their tenders prior to the tender submission deadline to ensure any issues with uploading the documents can be resolved before the closing time. In accordance with the conditions of contract, the Authority reserves the right to require a parent company guarantee and/or bond from any successful tenderer. Tenderers will be required to submit with their tenders a Minimum Standards Questionnaire to asses minimum technical ability, economic and financial standing and mandatory and discretionary disqualification grounds. The Contracting Authority is procuring both for itself and for Meridian Home Start Ltd which will be entitled to place orders under the proposed contract and will be an additional party to the contract. The contract value indicated includes the Meridian Home Start requirements. The Contacting Authority’s part of the contract requirement is part-funded by the Greater London Authority (subject to contract). Applicants are required to complete the electronic signing of a confidentiality agreement, available on the tender portal, by following the instructions on the portal. Finally, a bidders' briefing day will be held for all those who sign the confidentiality agreement.
In accordance with Regulations 92 to 104 of the Public Contracts Regulations 2015 (as amended), the Authority will incorporate a minimum 10 calendar days standstill period starting from the date when the contract award was notified to bidders. Unsuccessful bidders will be provided with a information in the “Award Decision Notice”at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operators and the name of the economic operator to be awarded the contract. Tenderers have a right of appeal provided for within the Public Contracts Regulations 2015 (as amended). Any such proceedings must be brought in the High Court of England and Wales.
