This call for tenders is divided into 2 distinct lots, each lot representing a different domain or market:
lot 1: metropolitan area network (MAN) communication services (Datalink, Internet and voice services for the EIB Group's buildings and locations in Luxembourg);
lot 2: wide area network (WAN) communication services (data lines and services for the EIB Group's external offices outside Luxembourg).
The EIB will sign a framework agreement with a single economic operator for each distinct lot.
Tenderers may submit a proposal for 1 or both lots; the Bank considers that it is neither an advantage nor a disadvantage to submit proposals for both lots. Tenders will be evaluated separately for each lot.

The new solution to be implemented must continue to enable the EIB to have an effective communications infrastructure (data, Internet, voice and video) to allow all its Luxembourg offices to communicate with each other as well as with its 2 data centres hosted in EBRC Windhof and Hitec. The service must be based on best-of-breed technology with high-level targets of availability, performance and security. The service will be provided through a services framework agreement, and will be governed by related service level agreements.
