The Crown Commercial Service (CCS) intends to put into place a Pan Government Collaborative Framework Agreement for use by UK public sector bodies for the provision of Project Management and Full Design Team Services.. The use of the framework will be mandated for Central Government Departments and will be available to for use by the wider public sector.
The framework will provide customers with access to project management, design and a number of ancillary technical services designed primarily to assist in delivering a wide range of construction projects and ancillary services.
The framework will have several operators across a number lots. Number and scope of those Lots is to be determined following market research. Service delivery will be across the UK.
The duration of the framework agreement will be in year(s): 2 + 1 + 1 — that is 2 years initially with two options to extend, each for a further 1 year following end of the previous duration, to a maximum 4 year duration in total.
The framework will incorporate access to the following consultancy services which are aligned to the RIBA 2013 Plan of Works:
— Client Advisers;
— Project Lead (Project Manager/Lead Consultant);
— Architect (Lead Designer);
— Building Services Engineer;
— Civil and Structural Engineer;
— Cost Consultant (Quantity Surveying);
— Construction Lead;
— Contract Administrator;
— Principle Designer (Health and Safety Adviser/CDM Co-Coordinator).
Other 'non core' consultancy support services will be accessible to assist the delivery of construction related projects.
All applicants must be familiar with the latest government strategy and current position on Building Information Modelling (BIM) and Government Soft Landings (GSL). BIM and GSL form part of the Government Construction Strategy, with the aim of all government departments adopting BIM collaborative Level 2 by 2016.
This opportunity may be divided into Lots to encourage Small and Medium Enterprises (SME's) to bid.

This Market Engagement will be managed electronically via the Crown Commercial Service's e-Sourcing Suite. To participate in this Market Engagement, participants must first be registered on the e-Sourcing Suite.

Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.
