The UK Ministry of Defence (‘MOD’) intends to place a new contract with Hazmatlink Ltd for the purchase of BioFire FilmArray 2.0 panels. The MOD intends to procure a total of 19 (nineteen) to ensure interoperability with other systems. 4 (four) panels will be required to enable MOD to test for COVID-19 in deployed locations as an urgent operational requirement, and 15 (fifteen) intended to be used for MOD near-term operations. The equipment will also be supported with training and servicing by the named supplier. The estimated value of this requirement is GBP 665 000,00 ex VAT.

Negotiated procedure without prior publication
  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

It is considered that this contract can be placed with Hazmatlink Ltd using the negotiated procedure without prior publication of a contract notice under Article 32 (2) (b) (ii) and 32(2)(c) of Directive 2014/24/EU (Regulations 32 (2)(b)(ii) and 32(2)(c) of the Public Contracts Regulation 2015) for technical reasons and reasons of extreme urgency. This is for the following reasons:

1) covering the full 19 panels: Hazmatlink Ltd are the only UK distributor of this product. This is the only product to fully meet the MOD requirement to be interoperable with the Biothreat syndromic panel, to be used with hazardous materials and to be classified as Aero Medical Equipment to enable transport by air; and

2) covering the four urgent panels: the procurement is considered as extreme urgency brought about by unforeseeable events, i.e. COVID-19 pandemic and the planned purchase has been brought forward to enable MOD to test for COVID-19 in deployed locations.
