Trade and Contractor Services
The procurement is for trade and contractor services that will be used for both operational and investment budgets. The framework agreements include repairs, maintenance, alterations, and new buildings. The tender contest is divided into several disciplines (sub-contracts). The contracting authority's objective of the procurement is to enter into a framework agreement with -1- one tenderer in each contract area. Tenders can be submitted for one or several of the disciplines in the contest. Awards will be made per discipline/contract area.
Joinery Services (Construction Work)
The work includes extensions, repairs, alterations to rooms due to changes of use, general maintenance, and ongoing operation. This can also include the delivery of building parts and fixtures.
General work can be, amongst other things:
• repairs/replacement of facades and roofs;
• demolition/construction of internal walls;
• demolition/construction of ceilings and floors;
• sound and post-insulation work for ceilings, floors and walls;
• repairs/replacement of doors and windows made of wood and steel;
• improvements due to fire protection measures, fire, and vandalism measures, as well as any new regulation requirements;
• minor masonry work;
• concrete sawing;
• concrete work;
• minor alterations and new constructions;
• revise drawings after assignments have been completed, updated drawings are to be returned to the orderer.
The framework agreement period for the services will be signed for 1 year, with an option for the contracting authority for an extension one or several times up to a further 3 years, to a maximum of four (4) years.
Electrician Services within Heavy Current
The tenderer must provide services and goods for installation work for heavy current.
The work will mainly be for repairs, alterations to rooms due to changes of use, general maintenance, repairs, new installations, replacements and ongoing operation of the contracting authority's buildings and installations. In addition, the framework agreement will also cover Farsund Havnevesen's installations and laid up boats. The framework agreement will also include the delivery of materials and equipment.
Electrician Services within Low Current, Including Inspection of Fire Alarm Installations
The tenderer must provide services and goods for installation work within low current. The tenderer must also carry out annual servicing of fire alarm installations at a specific selection of installations and in accordance with specified intervals as described in the price sheet.
The work will mainly include plumbing services for repairs and replacements in the contracting authority's buildings, as well as major renovation work if required. Repairs and replacements of water and sewage installations can also be included when this is not carried out by a machine contractor or by ourselves.
Heat Pump and Cooling Installations
The work mainly includes odd repair work and minor procurements of parts and necessary replacements in existing installations as required and as agreed, as well as construction work on the contracting authority's buildings and installations. The contract can also include regular annual servicing of a specific selection of installations if required.
The work will mainly be for repairs, alterations to rooms due to changes of use, general maintenance, repairs, new installations, replacements and ongoing operation of the contracting authority's buildings and installations. The framework agreement will also include the delivery of installations, parts and equipment. The contract can also include regular annual servicing of a specific selection of installations if required.
Roofing and Flashing and Guttering Services
The work includes various roofing and flashing and guttering services for ongoing maintenance and repairs, as well as renovations of the contracting authority's buildings and installations.
Painting and Floor Laying Services
The work includes painting, floor laying, and tiling services in all of the municipality's buildings, installations, and infrastructure for technical operations and maintenance, with the associated material. The work will be related to minor alterations, installations, changes and maintenance work on existing buildings, both internally and externally. In addition, the contract can include assignments related to properties that the municipality rents.
Machine Contractor Services (Excavation Contractor) — Light Equipment
The works mainly includes work with light equipment for replacements, maintenance, repairs, and minor new installations on the contracting authority's roads, water and sewage installations, as well as work in parks, sports, and school areas. Light equipment means the equipment listed in the price sheet, sub-contract 9.
The contracting authority has an option to extend the contract once or several times for up to a further 2 years, to a maximum of three (3) years.
Machine Contractor Services (Excavation Contractor) — Heavy Equipment
The works mainly includes work with heavy equipment for replacements, maintenance, repairs, and minor new installations on the contracting authority's roads, water and sewage installations, as well as work in parks, sports, and school areas. Heavy equipment means the equipment listed in the price sheet, sub-contract 10.
Section III: Legal, economic, financial and technical information
Requirement: tenderers must have sufficient economic capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length.
Documentation: credit rating from a certified credit rating agency, based on the last fiscal figures.
The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.
Experience from similar assignments is required — reference projects:
Tenderers must have sufficient experience from the execution of equivalent
Deliveries/comparable assignments for the sub-contract(s) that qualification is being submitted for.
Documentation: a list with an overview and a description of the tenderer's up to five most relevant assignments in the last 3 years per contract area that tenders are being submitted for.
The list/description must, as a minimum, contain:
• name of customer/recipient;
• scope of assignment;
• description of the company's role;
• the value of the assignment;
• the delivery date;
• a brief description of the delivery;
• the personnel's experience with the assignment.
It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to competence in the personnel they have at their disposal and who they can use for this assignment, even if the experience was gained whilst the personnel were working for another supplier.
The attached template for references must be used, see part I, annex 5.
Capacity requirement: tenderers must be able to use sufficient capacity and competence for the assignments under the contract.
(a) description of the company's staff and organisation as regards fulfilment of the framework agreement's requirements;
(b) a description and the number of the tenderer's qualified personnel that the tenderer can use for fulfilment of the contract, including an overview of personnel with certificates of apprenticeship and competence within the relevant discipline, c.f., annex 1 point 2 'Capacity'.
Quality management requirement: tenderers must have implemented and have good routines for quality management.
Documentation: documentation must be given in one of the following ways:
Alternative 1: a short description of the company's implemented routines for quality management, with an emphasis on quality assurance, resource management, the management's responsibilities and continual analysis and improvements.
Alternative 2: if tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.
Particular terms for electrician services within heavy current (sub-contract 2): tenderers must substantiate experience from installation work within heavy current, as well as experience in connecting ships to land electricity and connecting/operating voltage transformers.
Particular terms for electrician services within low current (sub-contract 3): tenderers must substantiate experience with installations of the following: ARX access control, fire alarm exchanges, harbour systems (land electricity system), burglary alarm installations, IT infrastructure, fibre installations, camera surveillance.
The contract will contain requirements related to wages and working conditions, documentation and sanctions in accordance with the regulations dated 8 February 2008 No 112 regarding wages and work conditions in public contracts. The contract will include a requirement for the use of apprentices (does not apply to sub-contract 7 roofing and flashing and guttering services, and 9 machine contractor services — light equipment, due to the size of the contract).
