Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Durch die Anpassung der Arbeitsstättenverordnung ASR A3.4 und ASR A1.8 können die nun bei besetzten Gleisen geforderten Beleuchtungswerte der Verkehrswege mit der in der Vorplanung erarbeiteten Beleuchtungsanlage nicht mehr realisiert werden. Daher soll die mit dem EBA und der UVB abgestimmte TM: 4-2019-10598 I.NPS 3 zur Anwendung kommen. Die Änderungen der Arbeitsstättenverordnungen waren zum Zeitpunkt der Ausschreibung der Vorplanung nicht bekannt. Des Weiteren werden zur Aufrechterhaltung der Anlagenverfügbarkeit in Abstimmung mit dem EBA und der UVB organisatorische Maßnahmen getroffen, um das Arbeiten in den Bereichen zu ermöglichen in denen die TM: 4-2019-10598 I.NPS 3 aufgrund der Gleisgeschwindigkeiten nicht zur Anwendung kommen kann.
