Predmetom dokumentácie bude dobudovanie 2. profilu diaľnice D3, súčasťou ktorého je druhá tunelová rúra tunela Horelica. Diaľnica D3 Kysucké Nové Mesto - Svrčinovec, úsek Oščadnica - Čadca, Bukov 2. profil je v nadväznosti na predchádzajúce úseky navrhnutá ako štvorpruhová, smerovo rozdelená komunikácia kategórie D 24,5/80. Súčasťou riešeného úseku bude aj pravostranné veľké odpočívadlo Oščadnica a Stredisko správy a údržby Oščadnica, ktoré bude stavebne pričlenené z úseku diaľnice D3 Kysucké Nové Mesto - Oščadnica, a úprava prevádzkovanej tunelovej rúry.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Úprava nivelety diaľnice D3 ako aj existujúcej cesty I/11 spolu so súvisiacimi objektami a časťami dokumentácie z dôvodu potrebných opatrení pre zabezpečenie migrácie zveri v súlade s výsledkami vypracovanej nezávislej migračnej štúdie.
