This procurement is to establish a framework agreement (two single supplier lots) for the design, manufacture, supply, installation and maintenance of lifts (lot 1) and escalators (lot 2) primarily for the new phase one stations to be constructed at Euston, Old Oak Common, Birmingham Curzon Street and Interchange. Lifts and escalators may also be required and called off under the framework agreement as optional scope at other HS2 sites (see VI.3 below). The framework agreement is being established for use by the phase one station contractors (supply and installation call-off contracts) and for use by HS2 Ltd (maintenance call-off contracts) and for use by the other contracting bodies defined in VI.3 below. Candidates may express interest in one or both lots and, subject to the terms of the procurement documents, a tenderer may win one or both lots.

II.2.4)Description of the procurement:

This procurement is for the establishment of a framework agreement. High Speed Two (HS2) Limited (‘HS2 Ltd’) intends to appoint one contractor to lot 1.

Lot 1 is for the design, manufacture, supply, installation and maintenance of lifts primarily for the new HS2 phase one stations to be constructed in London at Euston and Old Oak Common and in the Midlands at Birmingham Curzon Street and Interchange. The maintenance call-off contract is for a 20-year term. Lifts may also be required and called off under the framework agreement as optional scope at other HS2 sites. Lot 1 will be used by the phase one station contractors (supply and installation call-off contracts for design, manufacture, supply, installation of lifts) and used by HS2 Ltd (maintenance call-off contract for maintenance of lifts) and will be used by the other contracting bodies defined in VI.3) Additional information below.

HS2 Ltd reserves the right to omit and/or vary the scope of lot 1. As further described in the candidate's guide and in the accompanying draft initial procurement documents, candidates should note in particular that:

1) Optional scope

(a) the scope includes base scope and may include the optional scope as described in Appendix A1 of the draft Invitation. HS2 Ltd reserves the right to include the optional scope (in whole or in part) as part of lot 1 either during the procurement process prior to the conclusion of the framework agreement or post award as an anticipated post award modification;

(b) if instructed by HS2 Ltd at its sole and absolute discretion, such optional scope would be included in the relevant call-off contract under the framework agreement and the prices and fee percentage submitted by the successful tenderer will be applied to inform and calculate the price payable by HS2 Ltd for undertaking such optional scope.

2) Option to extend the term of framework agreement

The term of the framework agreement will be for an initial term of 8 years although HS2 Ltd reserves the right to extend the term of the framework agreement for up to a further 2 years to make a maximum possible term of ten years. HS2 Ltd reserves the right to extend the term of the framework agreement from 8 to 10 years if one or more station contracts is delayed so that the anticipated timing of the call-offs set out in the draft Invitation cannot be achieved within the initial 8 year term. The justification for any such extension beyond the initial 8 year term of the framework agreement is to ensure that HS2 Ltd can use the framework agreement to achieve the stations common components strategy notwithstanding a delay to the station contracts.

1) Capitalised terms in this PIN are defined in the draft invitation accompanying the candidate's guide (Table 1.3);

2) This PIN is a call for competition. To express interest, candidates must register at the address at I.3 by 12.00 26 May 2020 (Expression of Interest Deadline). HS2 Ltd will subsequently invite Candidates who have registered their expression of interest by the expression of interest deadline to confirm their continuing interest and request to participate. HS2 Ltd will not publish a further call for competition prior to award. See additional information in the candidate's guide and accompanying draft initial procurement documents;

3) a candidate may be a single entity or a consortium. A candidate may only submit one expression of interest and, subsequently one RTP;

5) II.1.3 Type of contract: this is a mixed procurement. The scope of the framework agreement includes works, services and supplies;

6) II.2.3 Place of performance: lifts and escalators are to be installed and maintained at Phase One Stations and potentially other HS2 sites (see draft Invitation Appendix A1 Outline Scope available with the Candidate's Guide);

7) II.2.6 (Estimated value): the given value includes the estimated total of the base scope and any optional scope (see draft Invitation Appendix A1 Outline Scope available with the Candidate's Guide). Further information on the values and HS2 Ltd's assumptions is included in the draft invitation;
