This procedure aims at selecting a company that will develop a professional, appealing and coherent online marketing campaign to promote the publication of the 2014 and 2015 annual report in online media (websites), which would also increase the ECA's online visibility. The campaign shall run in at least the following EU languages: English, French, German.

III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
The Court shall have 60 days from receipt to approve or reject the final report and to pay the invoice. The contractor shall have 10 days in which to submit additional information or corrections or a new report or documents if required by the Court.
Payment for the services will be made in accordance with the Financial Regulation applicable to the annual budget of the European Union and the conditions outlined in the call for tender documents.
The tenderer should note that the party contracting with the Court will be responsible for the correct application of rules concerning the imposition of VAT. The European Court of Auditors is exempt from VAT in accordance with Articles 3 and 4 of the provisions of the Protocol on the privileges and immunities of the European Union.
III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
Tenders may be submitted individually or in association with third parties. If tenders are submitted by a consortium of economic operators, all the members of the consortium must be jointly and severally liable for performance of the contract. However, 1 member must be appointed as the party responsible for performance of the contract.

Information and formalities necessary for evaluating if the requirements are met: 1) Tenderers shall have to declare on their honour that they are not in one of the exclusion situations set out under Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002 — hereinafter referred to as 'the Financial Regulation' (OJ L 298 of 26.10.2012, p. 1). The tenderer to whom the contract is to be awarded shall provide specific documents in order to provide evidence that he is not in one of the exclusion situations referred to in Articles 106 and 107 of the Financial Regulation.
2) Proof of entry on the professional or trade register under the conditions laid down by legislation in the country in which the tenderers reside.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: Tenderers must have sufficient economic and financial capacity to enable them to perform the contract in compliance with the contractual provisions, taking into account its value and scale. If, in the light of the information supplied by the tenderer, the Court has doubts about his financial capacity, or if it is clearly insufficient for performance of the contract, the tender may be rejected without the tenderer being able to claim any financial compensation.
In order to prove that the tenderer has sufficient economic and financial capacity to perform the contract, the following documentation must be presented:
— audited financial statements (balance sheets and profit and loss accounts) for at least the last 2 financial years for which accounts have been closed, or equivalent documentation (e.g. where company law in the country in which the tenderer is established does not require publication of a balance sheet).
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
The tenderers must prove that they have the technical and professional capacity to carry out the tasks set out in the technical specifications.
A sufficient technical and professional capacity of the tenderer will be assessed on the basis of the tenderer's expertise relevant to the required services in particular with regard to the tenderer's know-how and experience.
In order to evaluate its technical and professional capacity, the tenderer has to provide the following documents:
a) a description and evidence of at least 3 and a maximum of 5 contracts or projects performed in the last 3 years, similar to the scope, size, value and nature of those described in this call for tenders. In order to prove this capacity, tenderers are requested to complete form 6 in Annex 3 for each of these projects.
The tenderers are requested to give the following details: name of client, approximate value of the contract, start and end dates and specify whether the client is a private or public entity as well as a technical description of the services provided;
b) CV of the account manager responsible for carrying out the project.
Minimum level(s) of standards possibly required:
— The tenderer shall have demonstrated experience in developing video-based advertising campaigns and/or experience in online marketing.
— The tenderer shall have demonstrated at least 1 project for public bodies.
— The account manager responsible for carrying out the project must have at least 3 years of professional experience in the services covered by this procedure as well as a very good command of English or French.
