II.2.4)Description of the procurement:

The purpose of this call for tenders is to establish a single direct service contract with one economic operator who can support the EEA in assisting the Eastern Partnership (EaP) countries to develop a roadmap and identify feasible and practical means for integrating environmental information into national e-governance / open data processes and platforms. The focus of the resulting contract will be to apply the criteria used for the Open Data Maturity in Europe reports to the EaP countries to assess their preparedness for an open data policy.The purpose is to assess the accessibility of environmental information on e-governance, open-data or specialised single web-access platforms or any other initiative related to making environmental information available for wider use.

Tasks and deliverables:

1) overview of existing initiatives / trends / common practices on e-governance and open data and self-assessment of ENI East country status in these areas;

2) regional brainstorm and fine-tuning;

3) country action;

4) regional exchange and the future;

5) visibility and awareness raising for the project deliverables and open data / e-government benefits for environment (throughout the contract).
