An outsourcing workflow tool with the characteristics essential to DGTRAD's operations is critical for business continuity in DG TRAD in order to manage the external translation workload.

The current systems must be decommissioned by the end of 2019, as they are no longer technically viable, nor respond to the new business needs. It would not be possible to develop a replacement system within the given time constraints. Following a limited market analysis of translation management tools, DG TRAD has identified a tool already available on the market corresponding to its business and IT requirements.

Taking into account the minimum internal control standards No 8 and No 10 (which refer to a DG respecting its processes and procedure, as well as ensuring its business continuity, respectively), as well as the time constraints, DG TRAD decided to enter into a negotiated procedure with the economic operator identified, Plunet GmbH from Berlin, Germany.
