The contracting authority reserves its position as to whether or not it will enter into any contractual arrangements. Economic operators therefore participate in the competition at their own risk. The contracting authority shall not be liable for the bid costs, losses, expenditure, work or effort incurred by economic operators (or any person associated with an economic operator) in proceeding with or participating in this competition, including, without limitation, where the competition is abandoned or terminated by the contracting authority at its absolute discretion.
