The objective of the contract is to provide technical assistance in preparation of the 2018 report on renewable energy in Europe. This assistance shall include:
— data collection, analysis and assessment of the progress in deployment of renewable energy, and national measures promoting such deployment, in the 28 EU Member States on the basis of Member State renewable energy progress reports submitted in 2017, other reports and studies, and own research,
— data collection on the EU biofuel, biomass and biogas markets and impacts of the EU consumption of biofuels, biomass and biogas.

Support activities shall cover the four following tasks that are considered as inseparable and equally important.
task 1: quantitative analysis of Member States' progress in deploying renewable energy sources;
task 2: qualitative analysis of Member States Progress in deploying renewable energy sources;
task 3: analysis of the biofuels/bioliquids, biomass and biogas used for renewable energy generation;
task 4: review of the operation of the voluntary schemes.
