Speech and Language Therapy Services (SaLTs)
Norfolk County Council, North Norfolk Clinical Commissioning Group, Norwich Clinical Commissioning Group, South Norfolk Clinical Commissioning Group and West Norfolk Clinical Commissioning Group entered into a Section 75 contract to let a single contract for the provision of a speech and language service for 0-19 year old, to cover Norfolk. Due to increased referrals into the service it became necessary to increase the value of the contract. This notice is therefore a modification to a contract in accordance with Directive 2014/24/EU Art 72. The contract has been increased 30 % by value. The new value per year is 2 210 408 GBP. This will be effective from 1.4.2019.
The contract was awarded on 19.10.2015 with service commencement on 1.4.2016. The contract length is 50 months with a possible extension of 24 months.
The quality and cost weightings above applied to the original procurement. Modification is being made under Regulation 72.1.b as the current provider is responsible for the Norfolk Service and increased referrals make it necessary to increase the budget. It is not possible for technical reasons to compete the additional monies and to do so would result in substantial cost to the Council.

Modification is being made under Reg 72.1.b as increased referrals into the service requires a budget increase. A change of contractor cannot be made as this would result in substantial additional cost to the Council and would cause confusion for service users.

Date of conclusion of the contract of 25.3.2019 is the date the additional funding was agreed. The end date of the contract has not been changed from the original procurement.
