II.1.4)Short description:

In 2017, the EIF decided to implement a dashboard platform based on Tableau to cover its dashboard and interactive reporting needs. The implementation, hosting, support, maintenance and enhancement of the platform was outsourced to a third party and supervised by OIM/ISM, following the previous call for tender. Following the implementation of Tableau and the focus on the interactive map, implemented in collaboration with the service provider selected for the implementation of the dashboard platform (please, see www.eif4smes.com) showing SME financing allocation over Europe, Alteryx has become a key tool in the dashboard activity within the EIF. Alteryx, as a data analytical tool, complements the use of Tableau and its use goes hand in hand with the use of Tableau dashboards. Through this call for tenders, the EIF expects to find a service provider that will be able to deliver the required services according to the requirements described in the terms of reference for both lots.

II.2.4)Description of the procurement:

Alteryx server based platform or equivalent: the EIF wants to implement an Alteryx server based platform or equivalent. The platform will be hosted on the cloud, will ensure inter-operability from EIF premises and will have access to the MS SQL Data store, to the Tableau platform and to future data source relevant for analysis purposes.

The services shall be performed either at EIF headquarters, currently located in Luxembourg 37B, avenue J.F. Kennedy or at the place defined by the service provider and agreed with the EIF.

II.2.4)Description of the procurement:

The Tableau platform is already in place and no changes are foreseen for the time being, unless required in case a migration to a new hosting environment would be needed. Therefore, the service provider will have to ensure the hosting of the solution on the cloud. Currently, the Tableau platform is hosted on AWS. Tableau platform has access to the MS SQL Data store and will also benefit from the implementation of the Alteryx platform (Lot 1) as data source for the creation and enhancement of dashboards.

Following the procurement procedure, the EIF will sign two (2) service contracts in each lot separately with one (1) qualified service provider capable of providing the services on the basis of the EIF service contract template. Each service contract can have a different start date. The service provider awarded the service contracts will have to comply with the EIF rules and regulations and especially with the EIF General terms and conditions. Additional or different terms and conditions shall not apply.
