II.2.4)Description of the procurement:

The tender is aimed at selecting a concession holder, that accepts, the operation and management, entirely at the concession holder's own risk, of the shops in the House of European History building and the visitors' shop in the Parlamentarium in Brussels under the terms of the concession contract and its annexes, which form an integral part hereof.

The contract covers the entire process of designing and producing or purchasing items to be sold. Products on sale must be creative and innovative and directly tie in with the European Parliament or the House of European History by their nature, the message they convey or their graphical identity. Products must be good quality, original products complying with Belgian and European law. Products must reflect European Parliament policies, in particular on social rights and safeguarding the environment. Part of the product range should as well reflect the content of the exhibitions in the House of European history and the Parlamentarium.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

In respect of the contract which is the subject of this invitation to tender the European Parliament requires tenderers to have the following technical and professional capacity:

— at least 3 years' experience in the design and production, or the purchase, of high-quality promotional items (product supply aspect) and in the logistical, administrative and financial running of a shop or shops (shop management aspect),

— a team of experts in the field of shop management, among whom at least the shop manager must have at least 3 years' experience in the logistical, administrative and financial management of a shop, as well as language skills in English and French.

The tenderer is required to be enrolled in a relevant professional or trade register, except for international organisations. In the case of groups of economic operators, each member will furnish proof of authorisation to perform the contract.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Financial and economic capacity will be assessed on the basis of the information included in the following documents, to be supplied by tenderers:

— balance sheets or extracts from balance sheets for the last 2 years for which accounts have been closed, where publication of the balance sheet is required under the company law of the country in which the candidate is established, as well as the profit and loss statements for the same period,

— a declaration concerning the candidate's turnover in the last 2 years in the field of selling souvenirs. The candidate or group to which the candidate belongs should have a minimum total annual turnover of 200 000 EUR (for the last 2 years),

— the contractor shall prove that he is covered by public liability and professional indemnity insurance, and shall provide evidence of payment of the corresponding premiums at the European Parliament's first request.

Minimum level(s) of standards possibly required:

The European Parliament requires tenderers to have a minimum financial and economic capacity, which will be assessed on the basis of the following information:

— minimum total annual turnover in the field of selling souvenirs of 200 000 EUR (for the last 2 years),

— public liability and professional indemnity insurance.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

The technical and professional capacity of economic operators will be substantiated by the following documents:

a) a reference list of the candidate's activities related to the subject of this invitation to tender, covering at least 3 consecutive years during the last 5 years. The list should prove the tenderer's technical and professional competence in the design and production, or the purchase, of high-quality promotional items (product supply aspect) and in the logistical, administrative and financial running of a shop or shops (shop management aspect). For each activity the list will contain a description of the following:

— the precise role of the tenderer and the legal form of the commercial activity (for example, management by the owner, franchise, contract to provide a service for a customer),

— the reference list of the range of products sold. It shall be accompanied by short descriptions and appropriate images (catalogues, photos, websites for items previously produced and/or sold by the candidate),

— a description of the point(s) of sale: place (city, country), situation/location (e.g. shopping centre, museum, etc.), size, opening hours, number of staff employed;

b) for staff directly responsible for contract performance, the candidate should provide a detailed CV (Europass format) for the shop manager, together with certificates for educational and professional qualifications proving that he or she has 3 years' experience in the logistical, administrative and financial management of a shop, as well as language skills in English and French.

The European Parliament requires tenderers to have the following technical and professional capacity:
