Deze aanbestedingsleidraad omschrijft de Europese aanbesteding volgens de openbare procedure om te komen tot het afsluiten van één overeenkomst met Provincie Zeeland.

De opdracht betreft procesbegeleiding voor de uitwerking van het door gedeputeerde Staten van Zeeland gekozen scenario uit de toekomstverkenning doorontwikkeling milieutaken in Zeeland. Dit scenario dient verder te worden uitgewerkt in drie producten: 1) procesvoorstellen, 2) advies en implementatieplan en 3) een rapport met de leerlessen.
