The aim of this procurement is to trigger new solutions to be developed and tested to address the following common challenge. The Posidon pre-commercial procurement targets the soil decontamination, aimed to develop alternative soil (and eventually groundwater) remediation new, life-cycle, cost-effective technologies, preferred as in-situ (and eventually on-site), to be capable of decontaminate heterogeneous anthropic soils in brownfield, composed by a mixture of industrial waste (like filling soils highly polluted by Petroleum Hydrocarbons) and soils consisting on clays and sands, highly polluted by Petroleum hydrocarbons (TPHs and PAHs), and heavy metals. Estimated cost including applicable VAT: 4 340 000 EUR.

II.2.4)Description of the procurement:

This procurement receives funding from the European Commission Horizon 2020 (Grant Agreement N.776838). The EU is however not participating as a contracting authority in this procurement.

The procurement will be carried out jointly by the organisations of the buyers’ group and the Autorità di SistemaPortuale del mare Adriatico Orientale – Porto di Trieste will act as lead procurer and will award the contracts on behalf of the buyers group.

The procurement will take the form of an open PCP under which R&D service contracts will be awarded to a number of R&D providers in parallel in a 3-phase approach.

The PCP contract that will be concluded with each selected tenderer shall take the form of one single framework agreement covering all PCP phases, which does not involve contract renegotiations after contract award. This framework agreement shall contain information on the future procedure for implementing the different phases(through specific contracts), including the format of the intermediate evaluations (incl. evaluation criteria) after the solution design and prototype development phases.

The 3 phases are:

2 Prototyping

3 Pilot development and field testing.

The PCP only covers the procurement of R&D services, in a way that is clearly separated from any potential subsequent purchases of commercial volumes of end-products. Procurers undertaking a PCP can if they so desire, but are not obliged to, after the PCP procure at market price R&D results generated during a PCP.

In preparation for this PCP, all interested operators are invited to take part in an open market consultation.The open market consultation will provide an overview on the procurement objectives, the PCP process and the main clauses of the contract. It will be also an opportunity to pose questions to the procuring authorities.Participants in the open market consultations are requested to provide information regarding commercialized product that can address the technical challenges described above. The market consultation will provide crucial input to the procurement plan. The market consultation is aimed to these following goals:

— find out whether technologies are commercially available and acquire information about the advantage anddisadvantages and the level of coverage of the desired functionalities, in order to confirm the assumption forPCP;

— identify market risks potentially able to endanger business goals and supplier performance;

— enable and increase the opportunities for industry to form fit-for-purpose consortia.

Please register for the open market consultation by 4.6.2018 for the first OMC, by 18.6.2018 for the second OMC, 21.9.2018 for the third OMC and indicate together with the registration if you want to supply in written form (under a non-disclosure agreement) confidential information on innovative and commercialized solution to form the basis for more in depth state of the art analysis that you do not wish to reveal in public.

The open market consultation will be held at least in English in the form of:

— open meetings.

All information regarding the open market consultation including additional meetings, the questionnaire and theinformation provided during the consultation as well as other background information will be published — at leastin English — on the project website.

The competitive phase of the public procurement procedure will be conducted separately with an open and advertised procurement procedure.The participation to the open market consultation will not be a requirement to submit a proposal to the tender.

This “Pre-information notice” gives some instructions for the future contract and does lead to any obligations onthe part of the contracting authorities involved or to any rights or privileges for the participants. It also is not part of any pre-qualification or selection process.

This PIN is published to announce an open market consultation on potential future procurement activity and is not a commitment to procure. It doesn’t oblige the contracting authority to set limits to the content of the invitation to tender.

The PCP procurement is exempted from the WTO Government procurement agreement (GPA), the EU public procurement directives and the national laws that implement them. This is because it concerns the procurement of R&D services where the benefits do not accrue exclusively to the contracting authorities for its use in the conduct of their own affairs.
