III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

enrolment on the relevant professional or trade register for the activity under this contract (except where international organisations are involved); and specific authorisation proving the tenderer's ability to produce the object covered by this contract in the country in which he is established, or membership of a specific professional organisation.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

the financial and economic capacity will be assessed on the information contained in the following documents, to be supplied by tenderers:

— financial statements covering the last 3 financial years for which accounts have been closed,

— statement as to turnover in the field covered by this contract, in accordance with the model provided for by Annex VII to the administrative clauses,

— appropriate bank references and proof of civil liability or professional risk insurance cover.

Minimum level(s) of standards possibly required:

the tenderer must prove that, during the last 3 financial years for which accounts have been closed at the date of publication of the contract notice, he has realised a minimum annual turnover of 112 000 EUR in the field covered by this contract.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

for the contract referred to in this invitation to tender, the European Parliament requires tenderers to have the following technical and professional capacities:

— tenderers must prove that, during the 3 years prior to the date of publication of the contract notice, they have carried out 3 contracts involving services similar to those covered by this contract; at least 1 of the 3 must involve services relating to work carried out in an occupied administrative building with a surface area of at least 50 000 m2,

— tenderers must prove that they have the tools, materials and technical equipment needed to carry out this contract,

— tenderers must prove that, during the 3 years prior to the date of publication of the contract notice and in accordance with the terms of the Grand-Ducal Regulation of Luxembourg of 9.6.2006, their own staff included at least 3 health and safety coordinators; level B as a minimum.

Minimum level(s) of standards possibly required:

the tenderer must provide proof of:

— a list of strictly 3 (minimum and maximum) references to similar services provided during the 3 years prior to the date of publication of the contract notice.

For each reference, tenderers must provide the following information:

• service provision commencement and completion dates,

• nature of the work concerned,

• identity of the beneficiary,

• surface area of the buildings involved and their destination,

— solemn declaration stating that the tenderer has the tools, materials and technical equipment necessary to carry out the contract,

— solemn declaration stating that, during the 3 years prior to the date of publication of the contract notice and in accordance with the terms of the Grand-Ducal Regulation of Luxembourg of 9.6.2006, the tenderer's own staff included at least 3 health and safety coordinators; level B as a minimum,

— 3 profiles of those responsible for service provision in the field of this contract.
