II.2.4)Description of the procurement:
The construction sector is one of the most important sectors in economic terms. It is therefore of paramount importance when assessing and developing the existence of a truly integrated single market. However, many difficulties in such assessment and development derive from the multitude of rules applicable to the sector throughout the EU; the construction sector is one of the most heavily regulated sectors in Europe, above all at national and sub-national level. The objective of this study is to identify and frame under applicable EU law some of the most relevant national law barriers to the provision of construction services, notably at cross-border level, linked to the use of construction materials, as a source of evidence for the development of future internal market policy for construction services. These restrictions, if indeed common across Member States, would pose barriers of great detrimental impact to cross-border provision of construction services and thus to the integration of the internal market of construction services.
